What was Paul's vision? what did he see? what was he working at?

Ephesians.c.3.vs.9-10. ...and to make all men see what is the plan of the mystery hidden for ages in God who created all things, that the manifold wisdom of God might now be made known to the principalities and powers in the heavenly places.

Is this too simple? or was Paul working at gathering an assembly of men and women, in every city and town that he ministered in, who would so pray and work in unity to actually reproduce in those cities and towns the same ministry that Jesus had in Galilee? with the same demonstration and manifestation of power of the Holy Spirit. Isn't that what Paul meant by calling the assembly the body of Christ, each part working in harmony with the other parts? knit together and being built up in love? with Christ as the Head?
Why that would be as though Jesus were to not only visit those cities and towns but would be in permanent residence, reaching out and ministering as ever and as always to the poor, the sick, and the needy.
Is it too simple? did you not just now say when you were in fellowship "oh I wish my Lord were here?" and you sighed.
